Sweeps coins vs offshore in a non-legal state, which is safer

Trying to settle this in my own head and curious where the board lands.
If you live in a state with no legal online casino, your two realistic options are sweeps coins social casinos or offshore real money sites. Putting fun and game selection aside, purely on safety of your money, which wins?
My take leaning in. Sweeps runs on the no purchase necessary sweepstakes model, which is the legal path in most non-legal states, and redemptions go through normal banking. Downside is some states have banned them so availability is shrinking, and you are playing for prizes not straight cash bets.
Offshore gives you the real casino feel and bigger action, but you are trusting a Curacao license and there is no US regulator if they stiff you.
For me safer means I am likely to actually see my money. On that bar I think sweeps wins. Where am I wrong?
